The senator of the Alpes-Maritimes, Alexandra Borchio Fontimp, addressed the Government in the Senate. She highlighted the difficulties faced by certain local authorities in securing insurance. Breil-sur-Roya, a municipality affected by natural disasters, is a notable example.
She emphasized that “in 2025, some municipalities will find themselves unable to insure communal buildings while being responsible for a number of public services.” This situation heavily impacts local finances and endangers the operation of municipal services.
Solutions anticipated for adequate coverage
The Central Rating Bureau has forced five insurers to share the risks of Breil-sur-Roya. However, the consequences are severe: premiums have increased eightfold, and deductibles have skyrocketed. Additionally, several common claims, such as thefts or damages, are no longer covered.
The senator is calling for concrete measures. She specifically proposes a revision of the solidarity fund for climate events and an extension of the Insurance Mediator’s powers. She also advocates for ending the obligation to rebuild “identically.”
Already in November 2024, Alexandra Borchio Fontimp had alerted the presidents of the Senate and the Association of French Mayors. But progress remains limited. Today, the concerned minister announces a “plan of action” to ensure adequate insurance coverage for each municipality. It remains to be seen if this initiative will provide sustainable solutions for the municipalities facing this crisis.
