The Regional Chamber of Accounts PACA presents its report on the management of the Alpes-Maritimes department.

The Regional Chamber of Accounts PACA provides us with its analysis of the management of our department. As of January 1, 2022, the Alpes-Maritimes department had 1,103,555 inhabitants, representing 20% of the population of the PACA region. The population is characterized by marked contrasts between territories, particularly between the heavily urbanized coastline and the sparsely populated hinterlands and midlands.
Moreover, the department has implemented a policy that allows it to limit the increase in expenses in a context where the level of social spending is below average, except for aid to disabled individuals.

An Indebted Region

 The level of debt remains high, as the department indeed had to resort to borrowing to face reconstruction expenses after the storm of October 2020. For the community, their amount is estimated at nearly 300 million euros, a considerable sum. Furthermore, it is noted that the department’s workforce slightly decreased after the implementation of a partial replacement policy for retirement departures.

Finally, regarding the regularity of employment, it can be noted that the legal working hours are respected. However, the co-existence of several working time regimes documented in scattered documents does not provide a consolidated view of the organization within the department. An update is necessary, which will also help resolve the few irregular situations identified by the chamber.
