The Metropolitan Pole Cap Azur – composed of 40 advisors and deputies – is the western counterpart of the department to the Metropolis Nice Côte d’Azur.
This union of intermunicipalities (Cannes-Lérins, Pays de Grasse, CASA, and Alpes d’Azur) is a reality to carry projects of public interest on transport, the environment, culture, and waste management.
A particular feature distinguishes it: the presidency is rotating, lasting one year, from September to September. After Charles-Ange Ginésy, it is now David Lisnard who has taken over and immediately wanted to put his main objective on the table: “The West of the Alpes-Maritimes must have its rightful place in the political and institutional debate in the department, the region, and within the framework of the State-Region Contract Plan (CPER).”
The organization of this intermunicipality is rather original: Cap Azur has no own competences or budget, it is a project entity, chosen and enhanced cooperation, where everyone is free to participate in the actions or not, depending on the specificities of their territory.
After recalling that a particularly fruitful project cooperation in less than three years of existence has helped to advance many projects, David Lisnard illustrated the four major priority axes for the development of the CAP AZUR living basin.
- Implementing a strong and coordinated policy in terms of prevention, valorization, and the development of a master plan for waste treatment within the territory of the metropolitan pole that will allow for strengthening the treatment and valorization of waste as a resource (material and energy), enhancing collaboration between current facilities and operators to optimize the treatment potential of existing units;
Strengthening mobility policy with an enhanced, simplified mobility offering and more connectivity between territories by developing a master plan for travel and transportation by the end of the year, prior to establishing a unique and pooled Transport Organizing Authority Cannes/Grasse, bringing together the 4 EPCIs into a “mobility basin” in view of the conclusion of an Operational Mobility Contract with the Region.
Supporting energy transition and innovation by welcoming to our territory companies working for a rapid transition towards renewable energies and professionals in zero-carbon construction, holding an annual exhibition on the scale of CAP AZUR to catalyze innovation and energy and digital transition, creating a pooled Financing Research Hub to invest together, in the name of Cap Azur, on innovative projects of general interest;
Accompanying economic recovery by creating positive externalities favorable to cross-fertilization Business/Training/Innovation with the deployment of the MarketPlace Cannes Lérins and its mobile application in the Cap Azur territory, pooling innovative agricultural policies related to the AgriTech sector, and notably producing a Guide for Farmers and Local Producers of Cap Azur, setting up a “Research and Innovation” partnership with academic training provided by higher education and research institutions in the territory of CAP AZUR around the campuses of Cannes, Grasse, and Sophia Antipolis, and implementing a local “drone” sector.
