- Support for Nice research – award of five scholarships for young researchers.
It is proposed to the Municipal Council to accept the award of a scholarship for five young researchers after examining their application files by a specifically created scientific committee. This scholarship takes the form of a grant given to their affiliated research organization, either INSERM, CNRS, or UNSA. - Launch of an idea competition – The Environment Trophies.
It is proposed to the Municipal Council to approve the launch of an idea competition allowing the people of Nice to contribute to improving the environment and living conditions of their territory. This competition will lead to the selection of 50 projects that will receive technical or financial support with endowments ranging from 1,000 euros to 3,000 euros for the top five. The results will be announced in early April 2010 during Sustainable Development Week. - Covering buildings with photovoltaic devices.
The Municipal Council is requested to approve the launch of a call for projects aimed at enhancing municipal buildings in Nice by installing photovoltaic devices intended for local electricity production from renewable energies.

It is proposed to the Municipal Council to authorize the city of Nice’s membership in FFEM (French Federation of Music Education) for the 2009-2010 school year.

- Simplified revision of the Nice POS in the Nice Meridia district: opinion of the Municipal Council before approval.
The city of Nice and Nice Côte d’Azur launched in January 2009 the simplified revision of the Nice POS in a 10ha site at Nice MERIDIA to conduct a comprehensive operation meeting the objectives of the Grenelle Environment Forum. It is also proposed to the Municipal Council to give its opinion on the simplified revision file ready to be approved. - Agreement protocol for the establishment of the National Sports Museum in Nice.
It is proposed to the Municipal Council to authorize the signing of the agreement protocol for establishing the National Sports Museum in Nice. - Energy diagnostics of municipal buildings.
It is proposed to the Municipal Council to acknowledge the launch of a consultation for conducting energy diagnostics on 10 municipal buildings to determine the necessary work and costs to meet the objectives set by the Grenelle Environment Forum. Funding requests will be made to various partners as part of this project. - Abbaye de Roseland – restoration work of the cloister and roof – granting a contribution fund from the Friends of the Abbeye de Roseland.
It is proposed to the Municipal Council to acknowledge the work undertaken for restoring the cloister and roof of the Abbaye de Roseland and to accept the competition fund to the amount of 7,000 euros offered by the Friends of the Abbaye de Roseland association, intended for renovating the exterior frescoes.

- Grant to SOHLAM for the rehabilitation of 25 social housing units dispersed in the Nice territory. Agreement to occur between the city of Nice and SOHLAM.
Since 2006, SOHLAM has been involved in a rehabilitation program of its scattered heritage, in three implementation phases. The proposal is made to the Municipal Council to approve the rehabilitation of the 3rd phase of 25 social housing units of SOHLAM spread over the Nice territory. The city’s grant for this operation is 55,889.75 euros. - Grant to AZUR PROVENCE HABITAT for constructing 44 social housing units located at 411, Avenue de Pessicart – agreement to be made between the city of Nice and AZUR PROVENCE HABITAT.
It is proposed to the Municipal Council to approve the granting of a subsidy amounting to 255,200 euros to SA AZUR PROVENCE HABITAT for the construction of 44 housing units located at 411, Avenue de Pessicart. An agreement is set up between the city of Nice and SA Azur Provence Habitat to establish the rights and obligations of the parties involved. - Temporary Housing Allowance (A.L.T.) Convention approval related to the Traveler’s Reception Area between the State and the city of Nice.
It is proposed to the Municipal Council to approve granting the A.L.T. subsidy (Temporary Housing Allowance) owed for managing the Traveler’s Reception Area by the city. An agreement is to be made between the city of Nice and the State.

It is proposed to the Municipal Council to review the Compendium of Public Service Tariffs of the city of Nice for the 2010 fiscal year. - Urban renovation of the Pasteur district – grant to Côte d’Azur Habitat for rehabilitating 63 housing units in building 1, Pasteur residence – agreement to be concluded between the city of Nice and Côte d’Azur Habitat.
It is proposed to the Municipal Council to approve granting a subsidy of 422,730 euros to Côte d’Azur Habitat for rehabilitating the 63 housing units in the residence Pasteur, building 1, Rue Maccario. An agreement is established between the city of Nice and Côte d’Azur Habitat to define the rights and obligations of the parties. - Grants to COTE d’AZUR HABITAT for rehabilitating the residences Le VELODROME, Le TRIDENT, and PLACE DE TENDE – agreements to be concluded between the city of Nice and COTE d’AZUR HABITAT.
It is proposed to the Municipal Council to approve granting subsidies to Côte d’Azur Habitat for rehabilitating three residences: Le Vélodrome, Place de Tende, and Le Trident, for a total amount of 675,740 euros. A respective agreement for each operation is established between the city of Nice and Côte d’Azur Habitat to define the rights and obligations of the parties. - Grant to SA. ICF Sud Est Méditerranée for purchasing and improving 7 Social Housing Units at 2, Place Garibaldi – agreement to be concluded between the city of Nice and ICF Sud Est Méditerranée.
It is proposed to the Municipal Council to approve granting a subsidy of 47,389 euros to SA ICF Sud Est Méditerranée for purchasing and improving 7 social housing units at 2, Place Garibaldi. An agreement is established between the city of Nice and SA ICF Sud Est Méditerranée to define the rights and obligations of the parties involved. - Grants to SA. LOGIREM for purchasing and improving 11 social housing units at 33, Boulevard Raimbaldi and 11 social housing units at 5, Rue de Sospel. Agreements to be concluded between the city of Nice and LOGIREM.
It is proposed to the Municipal Council to approve granting a subsidy to SA LOGIREM for, on the one hand, purchasing and improving 11 social housing units at 33, Boulevard Raimbaldi amounting to 128,006 euros, and on the other hand, purchasing and improving 11 social housing units at 5, Rue de Sospel amounting to 60,777 euros. An agreement is established between the city of Nice and SA LOGIREM to define the rights and obligations of the parties for these two operations. - SA d’H.L.M. Le Nouveau Logis Azur: purchasing and improving 12 social housing units at 2, Rue Nièpce, 06000 Nice – Guarantee of a PLUS-Real Estate loan of 262,000 euros and a PLUS-Works loan of 241,000 euros.
It is proposed to the Municipal Council to grant its guarantee to the SA d’H.L.M. Le Nouveau Logis Azur for the repayment of a PLUS-Real Estate loan of 262,000 euros and a PLUS-Works loan of 241,000 euros. These loans contribute to funding the acquisition and improvement of 12 housing units at 2, Rue Nièpce, 06000 Nice. - Acquisition of electric vehicles in the form of a joint procurement between the city of Nice and the Nice Côte d’Azur urban community.
It is proposed to the Municipal Council to prioritize the acquisition of light and utility electric vehicles to eventually have only a fleet of electric vehicles. For this purpose, a partnership between the city of Nice, Nice Côte d’Azur, and La Poste, in consultation with the General Council, is envisaged.

It is proposed to the Municipal Council to approve a partnership agreement with CROUS to hire, as temporary staff, students who will lead educational workshops within the Madeleine cyber space. - Madeleine Cyber Space – Request for subsidy from Caisse des Dépôts et Consignations.
It is proposed to the Municipal Council to authorize a subsidy request to Caisse des Dépôts et Consignations to finance the development of the future Madeleine cyber space. Its contribution can cover up to 30% of development costs with a cap of 30,500 euros.

- City of Nice’s participation in organizing Euro 2016.
It is proposed to the Municipal Council to authorize the Mayor or his representative to sign the “Host City” and “stadium” contracts as part of organizing Euro 2016, which must be submitted to UEFA by February 15, 2010. - Organization of the event – Sports Victories – at the Acropolis Palace to honor all Nice athletes who stood out during the 2009 sports season.
It is proposed to the Municipal Council to approve the renewal, at the Apollon room of the Acropolis Palace, of the ceremony honoring the athletes who stood out during the 2009 sports season. This evening will include the awarding of trophies to the best athletes and quality artist shows whose contract fees will not exceed 20,000 euros excluding tax. - Financial grants to high-level athletes licensed in a Nice club – implementation of the scheme for 2009.
It is proposed to the Municipal Council to approve, for a total amount of 57,300 euros, the allocation of individualized financial aid to high-level athletes licensed in clubs in Nice. - Partnership agreement with the Academic Inspection, the Equestrian Center of Nice, and the ASPTT Nice and Aigle Nautique associations for organizing physical and sports activities for the benefit of Nice elementary schools.

It is proposed to the Municipal Council to approve the provision of conditional financial aid to young people wishing to take the driver’s license examination. - Relationships between the municipality and associations – signing of objective agreements between the city of Nice and the associations: AGORA NICE EST, FORUM NICE NORD, LA SEMEUSE, and BAYREUTH SILENCE MIRANDA.
It is proposed to the Municipal Council to approve the signing of new objective and public domain occupancy agreements linking the city of Nice and its partners for a period of four years from January 1, 2010.

- Provision of municipal land through a construction lease to nursery companies for creating mixed city-company nurseries.
It is proposed to the Municipal Council to authorize the provision of three municipal lands located in the West of the city, a sector particularly lacking in early childhood care facilities, through a 35-year construction lease to nursery companies to create three mixed nursery care centers. Additionally, a jury will be constituted.
